1.
The parliament shall be known as parliament of the Republic of Hindu
College.
2. All the regular students and teachers of the College shall be
known as Honorable members.
3. The parliament shall have the following powers.
(a) To enact such legislation as may promote the welfare of its
members
(b) To debate National and International problems.
4. The Principal shall be the Head of the Republic , and shall be
known as the President. He/She shall have the following powers:
(a) To certify or vote any measure passed by the Parliament
(b) To inaugurate the Parliament each year
(c) To appoint the "Freedom of the House" on persons of
distinction other that Hon'ble members.
(d) To summon , prorogue or dissolve the parliament
(e) To dismiss any officer of the Parliament
(f) To amend the Constitution in any manner he/she deems fit.
5. The Officers of the Parliament shall be:
(a) The Speaker
(b) The Deputy Speaker
(c) The Prime Minister
(d) The Leader of Opposition
(e) The Cabinet Ministers
(f) The Marshal

The Speaker shall have the following powers.
(a) To preside over all meetings of the Parliament
(b) To accord or withhold his/her previous sanction from any proposed
Parliamentary business
(c) To give final decision about the holding of a session.
(d) To ask any Hon'ble member to preside over a meeting of Parliament
7. The Prime Minister shall be appointed by the President from amongst
, the Hon'ble members after seeking their verdict, provided that
he of she is at least a student of the final year of the graduating
classes. The tenure of the Prime Minister shall ordinarily begin
from the date of his/her election and will end on the last day of
the academic session
8. The Leader of Opposition shall be appointed by the Speaker .
The Cabinet Ministers shall not be more that ten in number. They
shall be appointed by the President after considering the recommendations
f the Prime Minister and the advice of the Speaker. The Cabinet
Ministers will be allocated the following portfolios.

(a) Finance
(b) Cultural Activities
(c) Literature Activities
(d) Library
(e) Sports
(f) Students Welfare
(g) Canteen
(h) Environment
(i) Girl Students Welfare
(j) Physically Disabled Students Welfare
The
functions and duties of the Cabinet Ministers shall be such as may
be prescribed by the Principal. That the Cabinet may appoint Secretaries
in Consultation with the President and the Speaker for the smooth
functioning of the Ministries. There will be no election for the
post of the Secretary and the Magazine Manager.

The Marshall shall be appointed by the Speaker in consultation with
the President.
11. The Budget shall be presented to the House by the Finance Minister
not later than the last working day of October.
(a)
The Budgetary proposals shall require at least ten day's notice.
(b) Increase and cut motions not exceeding 25% shall require at
least five day's notice.
(c) The budget shall require three readings.
(d) If the House rejects the budget and adopts increase and/or cut
Motions in the third reading , the government shall modify the budget
accordingly.
(e) The budget as approved by the Parliament shall be laid before
the president who may take such action on the same as he/she deems
fit and is/her action shall be final.
(f) The President may be in the larger interest restore any cut
or part thereof , as he/she deems fit and his/her action shall be
final.
(g) If on the rejection of the Budget government resigns , an alternative
government may be constituted by the President in consultation with
the Speaker, the Deputy Speaker and the Marshall

The House may have session of three types
(a)
Ordinary sessions :They shall require at least , three days notice.
(b) Emergent sessions: They shall require no notice.
(c) Extra-Ordinary sessions: they shall require no notice "Freedom
of the House".
13.
An Adjournment motion shall be of a very urgent public nature ,
such a motion cannot be moved in the Extra-Ordinary sessions.
14. The House set up a selection Committee to consider any special
matter.
15. The duration of the Parliament shall be one Academic Year.
RULES OF PROCEDURE
1.
Before entering upon any business , the Hon'ble Members shall collectively
take the oath, I the following word:
"I DO SOLEMNLY AFFIRM THAT I WILL ALWAYS ACT IN THE TRUE PATRIOTIC
SPIRIT TOWARDS ALL THAT AFFECTS THE REPUBLIC OF HINDU COLLEGE AND
THAT I WILL FAITHFULLY DISCHARGE THE DUTIES UPON WHICH I AM ABOUT
TO ENTER".
2. The Prime Minister and the leader of Opposition, shall take the
oath of office, in the Inaugural Session.
3. When the Chair stands, there shall be complete silence in the
House.
4. if a member rises to a point of order and catches the Speaker's
eye, the member who is in possession of the floor of the House must
resume his seat.
5. No member can address the House, without the permission of the
Speaker.
6. a member shall not speak to a motion more than once, unless he
is merely explaining a point of his speech that has been misunderstood
without introducing any new matter.
7. While taking or leaving their seats, the Hon'ble members should
bow to the Speaker.
8. Hon'ble member should enter or leave the House , only in the
interval between one question and another or between one speech
and another.
9. All the Hon'ble members are responsible , both individually and
collectively for maintaining proper discipline in the House.
10. Any Hon'ble member found guilty of breach of order be punished
by the Speaker in any manner he deems fit. Any Hon'ble member shall
be guilty of a breach of order, if he
(a) Uses unparliamentary language and refuses to either withdraw
his words of offer apology to the House.
(b) Disobeys a ruling from the Chair.
(c) Willfully disturbs the orderly conduct of business.
